DTHA WORKERS' COMPENSATION

The Delaware Thoroughbred Horsemen's Association (DTHA) offers association-sponsored workers' compensation coverage for trainers stabled at Delaware Park through MOC Insurance Services.  The "captive coverage" is modeled after a similar workers' compensation captive program for trainers in California.  The program is partially self-insured, backed by collateral from the horsemen's purse account.  The program has been approved by the Delaware Department of Insurance.

Each participating trainer also will receive a $1 million dollar general liability policy at no additional cost (only covers at Delaware Park) and be covered for medical expenses up to $500,000 for any accident on the grounds of Delaware Park.

In order to participate, the new workers' compensation policy of a Delaware Park trainer must show the exact payroll figures quoted and the number of stalls in the trainer's racing stable.

Trainers who did not participate in the program from its inception will pay a slightly higher rate.  Trainers who participated from the program's inception will pay the lowest rate for the existence of the program.
